Negligible homicide

It appears a pair of people who ran an old people's home in Louisiana are being charged with negligible homicide because they did not help the 34 old people to get away from the flooding.

The couple claimed they did not know about a mandatory evacuation order, and also claimed that evacuating ill people (with feeders and oxygen bottles) would just as likley have killed them. They stayed put.

Surely, on a grander scale, can we pin the final death toll on the guys from FEMA or even George W himself? They appear to have ignored the warnings and done nothing to evacuate the poor or infirm? How many people wanted to get out of the city but were left to fend for themselves?
